Can I infect someone while on PEP?

YES. PEP does not prevent 100% of HIV infections but is also effective at preventing HIV if used consistently and correctly. Studies have shown that PEP can reduce the risk of getting HIV by more than80% with a much higher effectiveness of more than 80% following good adherence of everyday for 28days with no further exposures to HIV.
